The ARKA Youth Center is a very important space for the youth of Shkodra, created to offer opportunities for personal, educational, and creative development. It was established on February 20, 2015, as a joint project of two organizations, ACLI Ipsia and Consulting and Development Partners, committed to implementing youth and social projects.
