Elections and the Quality of Democracy

The overall objective is “To improve the election process through enhancing the presence and role of the CSO and participation of citizens into the general election process 2025.

This will be tackled by achieving the specific objective “To increase the capacities of local CSO and young activists for monitoring electoral processes 2025”.

Through this initiative we intend to provide technical and professional support for 8-10 CSO and 5-8 journalists to get acquainted with election process and legislation and then contribute toward a fair and democratic election process by closely monitoring the implementation of election regulation, before, during and after the election process.

We also intend to inform, raise awareness and empower around 80-90 citizens and young local activists for the importance of the active participation during the election process through exercising the voting rights and contributing for civic monitoring of the process. Moreover, our initiative will provide technical support for all involved CSO, journalists and young activists to perform in field monitoring of the election process 2025. Specific templates prepared by monitoring election experts will be explained in advance and then distributed to monitoring team members. Monitoring teams will cover agreed voting and counting centers in the project area and submit to the project team the filled templates which will be the basis for the preparation of the monitoring report.

Our initiative is a two-fold action. The first one is focused on raising awareness and increasing the capacities of local CSO, activists and citizens on electoral process, legislation and monitoring and this will be done by providing 3 trainings for our target groups focused on:

  1. Capacity development of CSOs and journalists in electoral process, legislation and elections monitoring trainings in Shkoder and Lezhe Region.
  2. Electoral processes, elections monitoring training for 80-90 local activists and citizens in Shkodra and Lezhe Region.

The second fold is focused on:

  1. Monitoring of the election process in 8 municipalities, part of the region of Shkodra and Lezha, north part of Albania, including municipality of Shkoder, M.Madhe, V.Dejes, Puke, F.Arrez, Lezhe, Kurbin and Mirdite.
  2. Two round tables with young activists and citizens for election monitoring feedback of the project area (1 in Shkoder and 1 in Lezhe).

The duration of our initiative is foreseen for 12 months and will be concluded with the publication of findings for the monitoring of electoral process in 8 abovementioned municipalities.
